Note :- WhatsApp video calling feature isn't launch by whatsapp officially till now. However you can download a beta revision. Which is for testing. In this version you will see video calling option which will be activated as soon as whatsapp launch it. 

Steps To Activate Free Video Calling Feature:-

1) First of all download latest beta version of WhatsApp form here.

2)  Install the app and open it.

3) Now go to any  personal chat (not a group chat) and click on the call icon on the upper side of your screen

4) Now here you will see two option for video call and audio call.

5) Now click on video call. (Right now you will be seeing- couldn't place call, because whatsapp hasn't officially launched it. As soon as it will launched you will be able to do video call in this way)
